Thuế tối thiểu toàn cầu - Cơ hội và thách thức đối với Việt Nam

Quy tắc thuế tối thiểu toàn cầu là một trong những nội dung chính trong chương trình chống xói mòn cơ sở thuế và chuyển dịch lợi nhuận do Tổ chức Hợp tác và Phát triển kinh tế (OECD) khởi xướng, dự kiến áp dụng từ ngày 01/1/2024 với 142 quốc gia đồng thuận tham gia, trong đó có Việt Nam. Việt Nam hiện là quốc gia đang phát triển, có độ mở nền kinh tế lớn và chủ yếu tiếp nhận vốn đầu tư nước ngoài nên khi áp dụng thuế tối thiểu toàn cầu, nền kinh tế Việt Nam sẽ chịu nhiều ảnh hưởng. Trên cơ sở tìm hiểu về thuế tối thiểu toàn cầu, cơ hội và thách thức khi áp dụng thuế tối thiểu toàn cầu đến Việt Nam, bài viết đã đưa ra một số khuyến nghị nhằm giảm thiểu các tác động bất lợi của thuế tối thiểu toàn cầu cũng như duy trì sức hấp dẫn của môi trường đầu tư tại Việt Nam.

Abstract 
The global minimum tax rule is one of the main contents in the program to prevent base erosion and profit shifting initiated by the Organization for Economic Co-operation and Development (OECD), expected to apply from September 1. January 1, 2024 with the participation of 142 countries, including Vietnam. Vietnam is currently a developing country which has a large open economy and mainly receives foreign investment, so when the global minimum tax is applied, the Vietnamese economy will be greatly affected. Based on learning about global minimum tax, opportunities and challenges when applying global minimum tax to Vietnam, the article has made some recommendations to minimize the adverse impacts of global minimum tax as well as maintain the attractiveness of the investment environment in Vietnam.
