Thực trạng và giải pháp căn cơ để phục hồi và phát triển thị trường trái phiếu doanh nghiệp Việt Nam bền vững

10 năm trở lại đây, đặc biệt từ năm 2017, thị trường trái phiếu doanh nghiệp (DN) Việt Nam đã có những bước phát triển vượt bậc cả về quy mô, cơ cấu DN phát hành và loại hình sản phẩm, trở thành kênh huy động vốn trung và dài hạn quan trọng của DN. Để đảm bảo thị trường trái phiếu phát triển bền vững và hiệu quả, cũng như thực hiện chủ trương cân bằng giữa thị trường vốn và thị trường tiền tệ, tín dụng Nhà nước đã ban hành các quy định về chào bán, giao dịch trái phiếu DN. Tuy nhiên, thời gian vừa qua, hoạt động phát hành trái phiếu DN còn bộc lộ nhiều hạn chế và tiêu cực, làm chao đảo thị trường, gây sụt giảm niềm tin của nhà đầu tư và tạo áp lực đáo hạn vô cùng lớn đối với DN trong năm 2024. Bài viết nghiên cứu các vấn đề cơ bản về trái phiếu DN và phân tích tổng quan thị trường trái phiếu DN Việt Nam, nêu ra một số hiện trạng đáng quan tâm, đánh giá các chính sách giải quyết của Nhà nước và đưa ra một số khuyến nghị.

Abstract:
In the past ten years, especially since 2017, the Vietnamese corporate bond market has made significant progress in terms of scale, structure of issuing companies, and product types. This has become an important channel for medium- and long-term capital mobilisation for businesses. To ensure the sustainable and effective development of the bond market as well as implement the policy of balancing between the capital market and the monetary and credit market, the government has issued regulations and policies on the offering and trading of corporate bonds. However, in recent times, the issuance of corporate bonds has revealed many limitations and negative aspects that have disrupted the market, causing a decline in investor confidence and creating enormous maturity pressure on businesses in 2024. This article studies the basic issues of corporate bonds and analyses the overall Vietnamese corporate bond market, highlights some noteworthy current status, evaluates the government solutions, and provides some recommendations.
