Giải pháp phát triển thị trường trái phiếu doanh nghiệp Việt Nam

Thị trường trái phiếu doanh nghiệp (TPDN) là một trong những thị trường quan trọng của thị trường trái phiếu nói riêng và hệ thống tài chính nói chung. Thị trường TPDN là một kênh huy động vốn trung và dài hạn quan trọng cho các DN và nền kinh tế, qua đó hỗ trợ giảm áp lực lên kênh tín dụng ngân hàng. Tại Việt Nam, thị trường TPDN đã hình thành từ năm 2000, nhưng kể từ khi Chính phủ ban hành Nghị định số 90/2011/NĐ-CP về phát hành TPDN thì thị trường này mới bắt đầu định hình và phát triển nhanh chóng, đặc biệt là trong thời gian gần đây. Tuy nhiên, sau thời gian tăng trưởng nóng, thị trường TPDN Việt Nam nổi lên một số vấn đề tiềm ẩn, phát sinh nhiều sai phạm, rủi ro cho nhà đầu tư và an ninh tài chính tiền tệ. Bài viết phân tích thực trạng và đề xuất một số giải pháp nhằm phát triển thị trường TPDN ở Việt Nam trong thời gian tới.

Abstract
The corporate bond market is one of the important markets of the bond market in particular and the financial system in general. The corporate bond market is an important medium- and long-term capital mobilization channel for businesses and the economy, thereby helping to reduce pressure on the bank credit channel. In Vietnam, the corporate bond market has been formed since 2000, but since the Government issued Decree No. 90/2011/ND-CP on corporate bond issuance, this market has just begun to define shape and develop rapidly, especially in recent times. However, after a period of hot growth, a number of potential problems emerged in the Vietnamese corporate bond market, creating many violations and risks for investors and financial and monetary security. This article analyzes the current situation and proposes some solutions to develop the corporate bond market in Vietnam in the coming time.
