Chính sách tài khóa (CSTK) có vai trò quan trọng trong điều hành vĩ mô nền kinh tế. Trong những năm qua, việc hoạch định và thực thi CSTK đã bám sát chủ trương, đường lối, định hướng của Đảng, các Nghị quyết của Quốc hội, pháp luật của Nhà nước, qua đó góp phần ổn định kinh tế vĩ mô, kiềm chế lạm phát, bảo đảm an sinh xã hội, hỗ trợ nền kinh tế phát triển, bảo đảm quốc phòng, an ninh và đối ngoại. Tuy nhiên, có thể thấy, việc xây dựng và ban hành các quy định, hướng dẫn thi hành CSTK được triển khai tích cực, nhưng còn trường hợp chậm và không kịp thời, dẫn  đến độ trễ của chính sách quá lớn trên thực tế so với lý thuyết của CSTK. Công tác dự báo, tính toán nhu cầu hỗ trợ của một số chính sách chưa sát thực tiễn, chưa lường hết khó khăn, vướng mắc, thách thức trong bối cảnh có rất nhiều vấn đề kinh tế - tài chính, nhiều vấn đề mới, rất cần phải  thích ứng linh hoạt, có các định hướng, giải pháp ưu tiên khác nhau trong chỉ đạo, điều hành, bảo đảm giữ vững ổn định kinh tế vĩ mô, kiểm soát lạm phát, các cân đối lớn của nền kinh tế. Bài viết phân tích thực trạng của CSTK ở Việt Nam trong thời gian qua và nêu các giải pháp để nâng cao chất lượng, đảm bảo tính hiệu lực, hiệu quả của CSTK.

Abstract:
Fiscal policy plays an important role in macroeconomic management. In past years, the planning and implementation of fiscal policy has closely followed the policies, guidelines, and orientations of the Party, the Resolutions of the National Assembly, and the laws of the State, thereby contributing to stabilizing the macro economy, controlling inflation, ensuring social security, supporting economic development, ensuring national defense, security and foreign affairs. However, it can be seen that the development and promulgation of regulations and instructions for implementing fiscal policy are actively implemented, but there are still cases that are slow and untimely, leading to too large policy delays in practice. compared to the theory of fiscal policy. The work of forecasting and calculating the support needs of some policies is not close to reality, and does not fully anticipate all difficulties, obstacles and challenges in the context of many economic and financial issues and many new problems, it is necessary to flexibly adapt, have different orientations and priority solutions in direction and administration, ensuring macroeconomic stability, controlling inflation, and major balances of the economy. international. This article analyzes the current situation of fiscal policy. in Vietnam in recent times and proposes solutions to improve the quality and ensure the effectiveness and efficiency of fiscal policy.
